You can try DraftSight made by Daussault. It's made 2D drawning but it can the
same things of CAD on the same files.

Subject: [TANKS] Computer modelling of tanks

While I am deployed does anyone know of a relatively user friendly modelling
software that I could use to plan out a tank? Any CAD type software that would
lend itself to being used by a completely inexperienced person? I am reasonably
savvy. I just have never had occasion to use such software.
