Probably an ongoing investigation into detainee abuse; here in Canada there are a class of inmates who occupy their time filling out frivolous complaints, such as that they had two eggs sunny side up for breakfast and one was larger than the other or objecting to the roundness of their scoop of ice cream (both are true stories by the way)... You might have a similar problem.
