5 mph down stairs sounds fast to me, these stairs arnt going to last.. Does your robot have to be tracked ? Is the 300lbs load in addition to the robots weight including battery ? $400.00 is a tight budget. is that for the entire robot ? If you can get hold of an old treadmill belt and some quality hardwood, I would recommend building a "TTS". Study all the tanks on the list with TTS , build yourself a jig of some kind, the result can be a high quality track for almost free. keep closely in touch with this forum. best of luck.
