Now we know the purpose of your build I have changed my mind about recommending the (treadmill) TTS , a TTS is only as good as the joint where it laps and a possible fail during operation is not acceptable, as duration of use is not the main issue, Id be thinking along the lines of roller chain with some form of attachment protruding out to firmly grip the stair nosing, See tanks T014,17,18,and 26. an attachment may be something as simple as bolts through the chain, to make that work you may only need to remove specific teeth from the drive sprocket.
If I were to design a wheel chair to go down stairs I might not be thinking tracks, Im thinking about copying one of those trolleys that have 3 smaller wheels @ 120 degrees off each other that take "steps" and resist the turning of them somehow to allow a slow / safe decent.
