so if i understand this correctly, the rectangular tubing moves freely on the 
bolt. the bolt is tightened in place set at a desired position/angle when doing 
so. the piano wire works as a torsion bar from within the rectangular tubing.
 
next question, how did you assemble it - the wire through the bolt while in the 
rectangular tubing and then bending it over, or did you just drop it in while 
there was not pressure on the road wheel?

Keep forgetting I have a pic to put up for this. This is quite simple, a bolt 
with a hole drilled in it and a pin made of piano wire. The pin extends down 
into the tube making up the swing arm, and rides on the lower surface, being 
pushed on when the wheel is pushed up.

Two nuts hold the bolt to the hull, with the bolt head outside. A wrench in the 
outside nut and the bolt head allow the grip on the hull to be loosened, 
allowing the bolt to be rotated to adjust the pressure the spring pin is 
putting against the swing arm, changing the ground pressure and/or track 
tension.

I really need to make a example piece, with the side of the tube cut away so 
the actual arrangement can be seen from the side. You do need a sturdy side 
wall to take the torsion on the bolt used.
