So, currently, creating AACR-MARC, a cataloger enters a 'transcribed place'
(as given on an item) as Place of publication in 260$a, and enters the
'controlled place' in 008Ctry; and will continue to do this while creating
RDA-MARC.

It sounds like when creating RDA-Linked Data, the cataloger will still enter
a transcribed place as data element: Place of Publication; and, if possible,
add a link to a 'record' for controlled place name for the transcribed
place.

It will be great if we can get 'cataloging software' that is sophisticated
enough, that:
  - if the transcribed place matches only one controlled place, then the
relationship link (Transcribe place is Controlled place) is made
automatically between transcribed place and controlled place
  - if the transcribed place matches more than one controlled place, then a
list of controlled places is presented to the cataloger, who picks one for
the link
  - if the transcribed place does not match a controlled place, then the
cataloger must find or create a new entity 'record' for the controlled place
and link the transcribed place to it.

If we cannot get cataloging software that is sophisticated enough to help in
this manner, then the cataloger:
  - either manually searches for the controlled place and (somewhere in the
'cataloging form') adds a link  for it to the transcribed place (similar in
concept to verifying a bibliographic heading against an authority heading;
though undoubtedly done quite differently than we do it now)
  - or just enters the transcribed place, and the transcribed place is all
that is available until some other cataloger provides the link to the
controlled place in the shared linked data.

But we still need a 'place' (sorry) to put the link (or have it put for us),
don't we?
