Not just the cost of implementing but even the costs of just reading the rules. Therefore, we are heading into a two-class library environment. This will be further diversified when it comes to whether or not a library can or wants to or is allowed to buy a systems upgrade to support FRBR and/or BIBFRAME and/or to have their local data upgraded to take advantage of new options, and so on.
