I'm new to rdiff-backup, and I don't know why cygwin is giving you
trouble (not that it's entirely surprising).  However, you can try:

rdiff-backup --backup-mode -v5 test4/ [EMAIL PROTECTED]::/test4/

--backup-mode is supposed (according to docs) to force it to do a backup
(rather than restore) even if that seems wrong.
