Thanks for the input. We always design the ballasted systems with a
structural engineer performing wind and roof loading calcs. We were
asked this question by an engineer that is not familiar with the
laws/codes in the U.S. and to my knowledge it has never come up before.

If the ballasted system is properly designed to withstand the wind
loading (90 mph to 150 mph), I would say that that most definitely
qualifies as "firmly secured".

Is someone actually giving you trouble on this issue, or are you just
thinking ahead?
