This seems to be an example of the utility company trying to make things unnecessarily difficult. Firstly, it is perfectly safe to remove the kWh meter while it is energized, the utility company does it all the time. Secondly, a single disconnect on the utility side, which may be required anyway, will shut down a utility interactive inverter. That's why the NEC exempts interactive inverters from from the requirement of having a a breaker hold down clamp. One question you have to ask though is: who owns the meter? If it is the utility company, they can probably dictate the requirements. If the customer owns the production meter, then the utility company should have no say about it.
