Hey Corey:
The short answer: Yes. but more importantly (IMHO) is why. See I'm one of those dummies that need to see the hair roots of an issue to make peace with it. To me, the key to the whole grounding thing is in NEC 250.6 Objectionable Current. This notion of Objectionable Current (Or Intended Current) is the foundation for understanding the difference between System Ground and Equipment Ground. A System Ground (NEC 250.4) is an intended current path.. also called a "neutral" or a "Grounded" conductor. I like to think of it as the drain.. a place for current to go. Equipment Ground (Also in 250.4) is a whole different animal. Generally, current doe's not flow on equipment grounds unless there's a problem. This is where the notion of "Grounding" vs "Grounded" comes from. And then there's bonding which kinda goes over the nuts and bolts.
Generally, 250 II covers System Ground, and 250 VI covers Equipment Ground. You might want to check out 250 VIII DC Ground as well.
Personally, I like the 2011 NEC Handbook. Mike Holtz also has some pretty cool stuff out.. for a bare foot water skier.
