Our AHJs are correctly treating the top or bottom most breaker positions as 
"the opposite end." 

As you examine the problem you realize the only scenario in which currents add 
is if load breakers are NOT between the main and PV feeders. Locating PV 
feeders at either end of the bus accomplishes the goal of preventing additive 
currents. 

If it would help I could find a submittal check list on jurisdiction 
letter-head stipulating this allowance.
