I did a test this morning. In a bowl of tap water (chlorinated) the reading was about 0.7 Ohms at a 6" separation of the probes. That is a lot more conductive that the readings I got, and will quantify on the next visit. Pure water is considered dielectric, but also shows some conductivity. http://physics.stackexchange.com/questions/41115/why-is-water-not-used-as-a-dielectric-in-the-condenser

Test resistance only on disconnected wiring, measure resistant to ground either side of the switching point. . The controller will likely be a open collector that will measure current to ground. Do nor use megger, you are not testing insulation. What should the resistance readings be between the wires? Would a megohm meter be the right tool to use? Could the pump be harmed by the high voltage spike in the water around it produced by the meter?

Thanks,
