Howie, your comment about the cell made me think of one at an energy conference 
last Wednesday... $28 for one that would charge off utility power so it has to 
be rectified to low voltage DC.

 Public banks of something like these would be very useful. Also for those not 
having drinking water, there is a small device called a WAPI, Water 
Pasteurization Indicator that used to be available from Solar Cookers 
International. There is a U-Tube explaining its use:

suggests using it in a a solar oven (corner reflective surface inside a clear
