I have for sump pumps where flooding in spring could ruin an entire down stairs & if it was a self-contained plugin style product UL/ETL listed, it was fine without a permit. If it required hard pipe connections it was a price based permit installation.
If it is test equipment & temporary & protected I would lean to the company's thoughts/request. It's pretty much just a battery pack and an inverter. The installation is a test installation for a company who writes software to manage battery installations.
