It seems that UL approved plug-in appliances do not have to have a permit
but if you have to place a receptacle, that would need a permit.  The
electrical codes were set up by the fire underwriters.  If you are to
export to the grid, the inverter has to be UL1741 grid interactive.  This
installation has to have a permit from the local electrical inspector and
approval from the utility.
