Yes, correct. The M Series Envoy would be plugged in elsewhere, close to
the IQ Combiner.

The situation is that a customer already has a combo system installed by
some clown with all wrong wire sizes, OCPD, disconnects, and
interconnection on the load side of a whole house generator. It's a mess
and I'm starting over. I literally had to remove ALL of the panels and
mounts for a re-roof because it was done so poorly and the roof is leaking
now. Anyway, the cleanest way to combine all the circuits is to bring all 4
circuits in one conduit into an IQ Combiner and just use that combine into
one supply-side connection with a fusible disconnect. The M Series neutrals
can just pass through the IQ Combiner (plus one for the IQ Envoy). It would
supply the required OCPD protection. I guess my main concern is whether
this device is listed for use only as an IQ system combiner only or if the
individual components are listed, which would allow this setup for sure I
would imagine.
