I think this highlights my point. Zero export is not "really" zero export in this case and the use of a third-party energy meter to provide net consumption data would surely not qualify the inverter as a listed device for this purpose. While I'm sure most utilities will accept an inverter designed to provide so-called zero export, it's entirely reasonable to expect that some utilities will take an absolute stance.
