Hey Bill, I think you need to spec the model that is in there more that the HP. When you say 3 wire is the controller above ground like a Franklin with the capacitors and reduced surge? I do not know the Outback models by memory, it is 240 right? That depth does not sound too expensive to replace the pump with a soft start like Grundfos. Good Luck!
