Ah, tech support's dreaded "blaming it on the comms." Enphase sent me down
that rabbit hole for a few hours of wasted time.

Yes, this site has terrible interference issues, but that doesn't stop the
micros from eventually getting good comms and reporting data regularly, if
not slightly delayed. It doesn't explain power production dropping off.

I was able to prove definitely that it wasn't a comms issue because the
production CT reading and sum of the  microinverter measurements were the
same.
