In the immediate term I’d reckon the best option is to put in conduit that can 
also hold the neutral, unless you get a reply from Fronius. 

I’d also be pretty tempted to follow the clear instructions in their manual as 
well, but definitely curious to see what you hear back from the mfg. 

If they say you can omit the neutral I’d get it in writing, but I have had an 
inspector say a letter to that effect (from a different manufacturer, but 
regarding the same topic) did not override the instructions that were part of 
the product listing. And the utility may also have an opinion on the matter as 
well! 

If you do have to run the neutral perhaps you can get supporting evidence that 
it is only for voltage sensing and can thus be sized smaller than the phase 
conductors (no smaller than the EGC) as that is clearly allowed in the NEC®.
