I have successfully argued numerous times that section 690.31, in its entirety, refers to the DC conductors of a photovoltaic system only. The DC conductors of the listed PV module are the only conductors that would fall under this section.
The fact that Enphase uses Type DG cable for the inverter output circuit does not mean it needs to comply with NEC 690.31(C), although it does. Enphase had a tech brief titled "Planning for an IQ Microinverter System" that has information about the listing and specifications of their Q Cable that might be helpful. If I were responding to this plan reviewer, my response would be simply that the section cited does not apply to the inverter output circuit.
