Tom, the docs are (very very very) out-of-date. They're still good to understand how it works but some stuff have changed a lot since last time Doug has updated the docs (they are for Reactor version < 100 I think).Doug has spent most of the time preparing reactor for Beta so he hadn't much time to do everything and there is the baby now...
But, as I said, creating those files in project folder under /reactor is an expected behavior.
