Rights aren't too restrictive on the reactor folder?

That's not it either.  It's on Win 2003.  I've also tried to using  
the following for the path with no results:

(expandPath("/reactor.xml"))
("/reactor.xml")
("D:\FTP\SiteName\htdocs\reactor.xml")

This is really messing with my head.
