Currently, indentation at the top-level is not well defined.

My proposal is:

1.  Proper indentation handling at the top-level is done only at the
left edge.  If a leading indent is detected, we fall back to
modern-expressions (i.e. disable indent processing) for the next
expression.

This has been much discussed before; in fact, this is not strictly
speaking my proposal, this is dwheeler's.  See the readable-discuss
