Actually, yes, I do believe this. From Jaanus at Skype:
"We are reusing the language files from Skype for Windows that is
currently implemented in Delphi."
So, yes, the Windows release is in Delphi. The portable code was
migrated to C++ as far as I can tell, so you now use a DLL on Windows to
access the Skype API.
