You no doubt got the MIDI window option for Windows, which is considered ugly at best.

More importabtly, there are very annoying differences in behavior of floating windows on Mac vs Windows. I tried using a floating windows, global floaters, and one on Mac and the other on Windows. Nothing was satisfactory for me so I just dropped the floater idea.

This is not something you can expect RB to fix as window behavior is controlled by the OS.
