Joseph Strout, sorry you are wrong!
The end-user emailed me back and all 3 printing options in the my new
software works PERFECTLY now!
He even tried to turn the whole system off then back on and retest and still
all printing was Perfect for his system.
One thing, you were right as it wasn't exceeding the 72 DPI, but his system
was UNDER that 72 DPI setting of 36 DPI as I got it to do the same thing on
my system after I set the ps.MaxHorizontalResolution=36 and
ps.MaxVerticalResolution=36. The same double sized printout as was on his
system was now on my system.
So now my software in the PrinterSetup function as the
ps.MaxHorizontalResolution=72 and ps.MaxVerticalResolution=72 set.

With the help of Joe Huber's advise, I think I have found out the problem
of
the Printing issue.
The Print Resolution as Joe puts it was the issue. I am use to my normal
72
DPI print resolution, but my end-user had his set for 36 DPI. That is why
his print outs was DOUBLE in size.
So I had to add this to my print code:
I don't think setting the Max resolution to 72 is going to help --
he's not exceeding that. He's setting his resolution to LESS than that.
Your printing code needs to examine the actual resolution, and adjust your
printing (including font sizes) accordingly.
Best,
