I thought I was on the right track to solve this but now I discovered
that RB 5.5 built apps DO NOT have the BNDL bit set and they DO have
UseCustomIcon set, which is exactly how Rb2006 sets them. I checked
several of my RB5.5 apps, where the icons seem to work and the BNDL
and Icon flags are set like RB2006 sets them.
One difference is the RB5.5 app also has the INITED flag set whereas
it's not set in the Rb2006 built app.
I wonder if RB5.5 also was setting them incorrectly, and the breakage
occurred somewhere before Rb5.5?
