RegEx is overpowered; ReplaceAll will do the job (as will ReplaceAllB, which is even faster). Here is the functions I usually use to convert a string into the form of an SQL constant:

return "'" + ReplaceAllB(s.ConvertEncoding(Encodings.UTF8), "'", "''") + "'"

End Function
