Yes.

In ancient versions of RB, you do this instead by checking the "Icon"
checkbox when you define/edit the file type. Yes, that's
counterintuitive, which is why it was changed back around RB2005 as I
recall.
Er -- too many negatives in that sentence for me to quite follow. So
I'll just say: if the file is not typed, then it should be filtered
by its extension instead.
Meaning that if in FileTypes I have a type defined that says:
CC: ????
MC: WAVE
Ex: .wav
And if I have a file that is typed BOZO but is named with a .wav
extension, it should light it up?
Not at all. A file typed BOZO is not untyped, so the statement about
what happens to untyped files does not apply.
