Is there a way to define a filetype that has a specified extension, but can have any creator/type?

No, and it wouldn't be proper behavior to do so. If a file has a type, the type should be believed regardless of its extension. A JPEG file is a JPEG file even if I manually rename it to end in ".txt".

Urban legend talk about people who believe that changing an extension from .jpg to .txt will change the data and make them readable by the application who didn't want to load it at first...

This is why I strongly discourage people to modify file extension (enven if sometimes "It workd!"): some newbie start to believe at weird things...
