Yes, it's possible, at least on Mac OS X, because I saw it
demonstrated at an Apple keynote a few years ago. Of course that
software wasn't written in REALbasic, but it's important to
remember that a language is just a language -- pretty much
anything that can be done in one, can be done in another.
It's likely to take quite a bit of research, though. You want to
read up on CoreVideo, and possibly QuickTime. Maybe someone more
familiar with these APIs will be able to point you more precisely
in the right direction.
Do remember to include what platform you have in mind with
questions like this, since such things are supported by the
underlying OS, and current OSes vary wildly in such support.
