I tried the syntax highlighter on my machine,
WinXP Pro, RB2006r1 and it fails on run on the

which is in HighlightDefinition.loadFromXml
Presumably you're running it in the IDE with "Break on Exceptions" turned
on.
I also get this error/break when I have modified the .xml file incorrectly.
