Get picture from web ?

Hallo,

i can import pictures like

  f=GetFolderItem("picture.jpg")
  OpenAsPicturePict=f.OpenAsPicture

from a directory.

Is it possible to import it from an URL ?

Like

f=GetFolderItem("http://www.webserver.de/picture.jpg";)


How is this possible?
