Because Apple now thinks that file extensions are a pretty neat way to store 
file type information (never mind that they invented a much better system in 
1984).  Yet they also recognize that allowing users to change that part of the 
file name will, in a file-extension world, confuse the heck out of software 
that relies on file extensions.

So, their "solution" is to prevent the user from changing the file extension in 
the Save As dialog.  If you type another extension, it just cheerfully appends 
the original one and considers it hidden, so the user will be even more 
confused.

(You may guess that I'm not a fan of file extensions.)

Anyway, all is working as it is supposed to, whether we like it or not.
