Please don't put user preferences in the programs folder, as this
makes it break on multi-user systems or with users who don't have
write access to the folder.

You should put your user preferences in the "Applications Data" user
folder (by using the PreferencesFolder function). If for some reason
this doesn't work, put the config file in their "My Documents" folder,
or let them choose the location.
