No. If you need to target Windows Mobile 5.0 or earlier, I'd propose to buy Visual Studio Standard (or higher). VS supports writing apps, which can share great parts of an application code between Windows XP, Vista... and Windows Mobile. If you ever worked with VB, writing .Net based apps for Windows Mobile is super easy.I started writing a first Windows Mobile app - in my case a simple SuDoKu
solution, to learn Windows Mobile - and finished it in less than 2 days. That's quite ok.
