actually i would prefer an IDE that is smart enough to spend only resources on plugins or plugin parts that are actually used. why should i have to enable plugins if the IDE is able to find outr which ones are used in the project. i would only see a sense for this menu item for plugin developers who have to test different versions of the same plugin.
