It is not trivial. And you're not going to get both quality & a small file size, and vectorized images are sometimes larger than the original (compressed) bitmap. Your best bet may be to look for some command line tools that can vectorize bitmaps and use Rb to interface with, then you can parse the output vector data into whatever format you need. Or, go some other route to get vector map data (GIS).
