I'm attempting to access the windows user icon at C:\Documents and
Settings\All Users\Application Data\Microsoft\User Account Pictures
\tekcor .bmp, which is the correct path and I can access from the
desktop. However, my RB app cannot. It claims the file does not
exist, and OpenAsPicture returns nil.
So I'm guessing there is a permissions issue somewhere. What can I do
about this, or if this is not the problem, what is?
