Hmm. That's a sticky question; do you have a localhost if the user
has no network devices defined in System Preferences? I don't know
the answer.
On OS X, the localhost is defined, but I think that you need: a) the
personal web server running, and b) your files located in the System
Web directory or in the user's Sites folder.
