Well, to be more specific:

If you are comfortable writing HTML, then a third-party HTML editor like
GoLive or Dreamweaver is NOT required since you can use HelpLogic's built-in
HTML Editor.

But if you would rather use only a WYSIWYG editor (which the current version
of HelpLogic does not include), then yes, you are correct, you would need to
use a third-party WYSIWYG tool like GoLive or Dreamweaver.
