As long as RB didn't changed the file structure, PHP and all other
SQLite implementation should work just fine.

Pretty sure they just use SQLite as is without chnages to the file format (that would make upgrades even harder) except maybe the implementation of the encryption.
This could be the encryption from Dr. Hipp for all I know.

They then wrapped it up into a server product.

This is why you can take a regular REALSQL database, move it to the server and now have a multi-user database
