You are seeing this because there is a bug in Lingua and/or the IDE:

From this email a week ago all you need to do is remove the
modification date from the file header and IDE should be able to
import it:

I just exported russian localized values, and gave him the file,
he translated it and sent it back.
It looks like Lingua can only add it right into the application,
not the project.
Am I missing something ?
