I know what I'm trying to do goes against the almighty HIG but
there are good reasons for needing this functionality - games and
kiosks, come immediately to mind.

And why can't they change it so you can intercept keystrokes before
they reach the menu items? Seems pretty logical to me. Especially
considering other APIs (Cocoa) do this.
True enough - I might try catching kHICommandQuit and kHICommandHide
events with declares, but I'm not sure I can get at them before the
RB framework does (if it does).
