You don't. But that also is similar to my first reply where:

 Select Case Y
  Case Is <100
    startY = 0
    endY = 100
  Case Is <200
    startY = 100
    endY   = 200

which would be more correct if it was:

 Select Case Y
  Case Is <100
    startY = 0
    endY = 99

  Case Is <200
    startY = 100
    endY = 199

or, in an If...ElseIf statement:

  If Y<100 Then
    startY=0
    endY=99
  ElseIf Y<200 Then
    startY=100
    endY=199
  End If

I guess there was too much wrong with the OP's original code in the first place.
