That would be the language reference that comes up when you hit F1 or an
equivalent key to bring up the online help. I'm pretty sure the online help
is included in every distribution of RB.

It's debatable whether it should be mentioned in the user's guide. I don't
think it makes sense to mention every single nuance of the language in the
user's guide. It makes more sense to have a separate language reference that
covers the details of the language, and to make that language reference
available from within RB with a keystroke, which is what RS has done.
