This fixed the problem!

Putting this while-loop held the CGI alive until the socket was emptied.
Apache tolerated this..no problem....

The socket events trapped the breakbpoints, and showed that 8 SendComplete, 1 MessageSent , and 1 MailSent Events were fired for a single (simple) test email. No wonder my code had to wait.....
