Something must have gotten botched when i launched R4: The
pre-compile plugins step took about 2 seconds on a default empty
project, but I can't use any plugins in any of my projects. I know
now that the plugins cache is stored in temporary items, but how do
you force Rb to recompile the plugins?

There are a couple of reasons that r4 may not see your existing plugins.
1. r4 no longer supports resources based plugins, and simply ignores
them. Check the console log.
2. If the IDE is running on Intel then the plugins MUST have an Intel
part, even if you just want to compile your existing app for PPC and
Windows.
I'm guessing you need to either update your plugins to UB versions or
run the IDE on PPC.
